Also for equipment there are many options you can use before upgrading a gear item. The secret here is not to use the gear that appears strongest, since upgrading the gear will be your bottleneck. Our strategy here gives you the best order of gear items you should use and how much to upgrade them to really make sense.
Best Weapon
Let’s start with the weapon slot.
Any - Level 1 as uncommon you an basically equip any weapon as it won't really matter - the most important is the main stat which is ATK for all of them. Don't level up and try to replace as quickly as possible
Rusty Longsword - Level 1 also not really that much better but the best option here since you gain some HP as well that will let you survive Also here, do not really level up since it's not worth it
Sturdy Longsword - Level 1 is the least unfavourable option here and honestly, you can also think about leveling the green one up to like Level 20 and skip the blue altogether. It depends if you have it or not
Golden Orange Choco Spear - Level 1 finally a weapon that works well here since you scale so well on ATK that this will be useful
Golden Orange Choco Spear - Level 30 I would for sure upgrade it unless you know that you will be able to get the unique weapon soon. The ATK scales well through his kit
Rock n Roll Candy Guitar - Level 1 when you switch you will lose on ATK at Level 1 but at this point you mainly use him for the buff ult for your carry damage dealer so it's alright to do that
Rock n Roll Candy Guitar - Max absolutely max it out since everything here is so perfect for the role and kit of Rockstar Cookie that this is a no-brainer
Best Headwear
Now let’s have a look at the hat slot:
Old-fashioned Cap - Level 1 is very likely the most useful uncommon headgear equipment for Rockstar Cookie that actually will do something for his kit. No need to level it up
Apprentices Cone Cap - Level 1 is the common gear item we recommend for this slot. Also here, there is no real reason to invest into upgrading it since nothing is too special and you will replace it soon enough
Choco Cake Top Hat - Level 1 is the blue gear and also here the is not too much in for you but the way you actually need Rockstar Cookie at the moment you need to get some ATK somewhere so I recommend leveling it up to some degree
Choco Cake Top Hat - Level 30 this is an upgrade that makes sense but I wouldn't recommend maxing it out completely. The stats scale well with the kit but won't cost you a fortune of investment

Best Bodywear
Now let’s have a look at the chest slot:
Warm Brown Sweater - Level 1 in terms of stats this makes most sense but you would only use this really early and swap out soon so don't beat yourself up if you don't use it
Hardened Chocoleather Armor - Level 1 is the green gear item that makes most sense here with him. I also wouldn't really bother upgrading it to be honest since the stats you gain are quite small and you will not use it for too long
Rusty Chainmail - Level 1 is a nice improvement from the green one, even at Level 1 unless you upgraded the green chest piece. Why not the one with healing? Well, overall you are at a point where Rockstar Cookie still has to contribute damage and the ATK stat also heals, so you will gain a good healing buff as well but also do more damage and favor his whole kit
Rusty Chainmail - Level 20 Also here, upgrading is looking at the biggest picture not that perfect but unless you have higher rarity gear in the other slots simply necessary to keep the base stats for his kit rolling the right way

Best Legwear
Now let’s have a look at the legs slot:
Easy Jeans - Level 1 are alright and the only common legwear gear that have ATK on them so use them. I wouldn't upgrade them, though
Hardwood Shin Guards - Level 1 are a nice improvement in ATK compared to the common ones and the ones you will wear quite a bit
Hardwood Shin Guards - Level 30 I recommend to max them out. This might seem like a ridiculous recommendation as the blue Peanut Desert Silk Pants actually have buff amplification, but I will elaborate below
Peanut Desert Silk Pants - Skip why should you skip them?! The reason is that you will not be able to get ATK on any blue pants here and you still have his healing and damage both scale on ATK, at this point something that is really important in your team with Rockstar Cookie unless you run him with a ridiculously overpowered carry. Only in THIS PARTICULAR CASE, the Peanut pants will be a good choice to use but don't level them up. All normaly players keep the green ones, save resources and have a more rounded running Rockstar Cookie at this point
